Project Quality Assurance Coordinator

Location: Asian Star Building, Alabang
Contract Duration:  2 years

The Role:

      • Responsible to implement Project Quality Plan  
      • Provide training for key staff. 
      • Ensure execution of Surveillance Plans through ongoing monitoring and auditing 
      • Report quality issues, status, metrics, and lessons learned to Quality Manager (QM). 
      • Manage efforts to resolve quality issues and make improvements to quality activities. 
      • May take on the role of Procurement Quality Coordinator (PQC) or Site Quality Lead (SQL) until they are assigned. 
      • Promote Quality awareness throughout the project. 
      • Ensuring the identification and preparation of Project Team plans and procedures necessary for the implementation of the Project Quality Plan, including the Information Management Plan and procedures for timely project-specific training and induction. 
      • Monitor and audit the implementation of the Engineering, Procurement and Construction Surveillance Plans 
      • Reviewing and approving Contractor’s Project Quality Plan and the Individual Quality Plans of subcontractors, vendors, and sub-vendors (i.e., Suppliers) as required 
      • Reviewing and commenting on Contractor’s Control Procedure necessary for the implementation of Contractor’s Project Quality Plan 
      • Reviewing and commenting on Contractor’s schedule(s) for internal and external technical and quality audits, and the plans for each audit 
      • Ensure PT and Contractor’s surveillance activities are commensurate with Criticality Ratings 
      • Review Contractor’s quality audit schedule, monitor Contractor’s audit program, and participate in selected audits. 
      • Ensure Contractor is performing quality reporting.  
      • Ensuring PT reviews and, as required, approves quality deliverables of Contractor and suppliers (e.g., plans, Criticality Ratings, Inspection and test plans, NDT procedure) 
      • Ensuring procurement documents, including contracts, material requisitions and purchase orders include adequate technical and quality requirements. 
      • Ensuring appropriate Project and Functional personnel review deviations to equipment and material for acceptability 
      • Ensuring / conducting scheduled audits of Contractor, Suppliers, and PT to determine the effectiveness of the respective Project Quality Plans / Individual Quality Plans, and stewarding audit findings to resolution and closure in a timely manner. 
      • Maintaining a project quality issues and action items register; and monitoring quality performance and coordinating and reporting Project quality metrics to QM, PT, PLT, and affected functions. 
      • Interface with Startup/Operations to ensure clear understanding of project quality.  Participate in turnover as appropriate. 
      • Provide Quality training as required. 
      • Assist QM in the development and coordination of the Audit Schedule 
      • Review metrics from engineering, procurement, and construction to identify and assist in resolution of issues. 
      • Ensure best practices and lessons learned are implemented and that new lessons learned are identified and distributed as required. 
      • Participate in qualification of proposed Subcontractors or Suppliers, as needed.

The Individual:

  • Bachelor or Associate degree in Engineering or Science preferred. 
  • Minimum 10 years of experience in responsible roles in Quality Management and coordination of quality activities for projects of various facilities in the Oil and Gas Industry, including Deepwater Drilling, Facilities engineering and/or Subsea Installation 
  • Minimum 5 years’ experience in management of project quality systems 
  • Must be proficient in common PC software (MS Word, MS Excel, etc)
  • Read, write, and speak fluent English with strong management, leadership, and communication skills.
  • Experience with project completions and document for operations turnover 
  • Worldwide experience with contractors and vendors, particularly those involved in the construction of offshore and onshore production facilities.
  • Knowledgeable in facilitating efforts to resolve interfaces issues and coordinate multiparty (project and stakeholder) QA objectives.
  • Attention to Detail and Accuracy: Meticulously review and analyze processes and products to identify and rectify discrepancies, ensuring adherence to quality standards.
  • Effective Communication: Clearly communicate quality standards and collaborate cross-functionally to implement improvements, while also providing comprehensive reports on quality metrics.
  • Problem-Solving and Continuous Improvement: Proactively identify and resolve quality issues, leveraging analytical skills to implement continuous improvement initiatives that enhance overall quality assurance processes.
